Modern Governance in Strategic Areas

Abstract
Governance occurs in a situation where resource constraints make it impossible to allocate unlimited resources. Therefore, creating a good governance system is essential for the development of countries. One of the areas of decision-making at the macro level in the current century is the development of strategic sciences and technologies. Strategic areas such as artificial intelligence, quantum, biotechnology, etc. require attention and targeted planning. Strategic sciences and technologies have a high impact on various activities of society. Countries get off the development train without paying attention to these sciences and technologies. Of course, these sciences and technologies differ at different times and there can even be differences for each country. Therefore, we need smart and ecosystem-builder governance to face the issue of developing strategic sciences and technologies.
The two aspects of intelligence and ecosystem-builder are the characteristics of governance in strategic sciences and technologies. The intelligent aspect is related to the nature of strategic sciences and technologies in the current era. Rapid and accelerated developments in these technologies challenge traditional governance models, and the new governance model should focus its policymaking on creating self-organizing and change-smart ecosystems. In these circumstances, the role of various actors in the development of strategic sciences and technologies is recognized and they are given the opportunity to play an active role in various ecosystem functions. If traditional governance approaches are applied to these sciences and technologies, the speed of changes will outpace the policies established in the governance system, and this will lead to a delay or disruption of the development process.
A new look at the functions of governance in the development of strategic areas is the need of the country today, and in addition to allocating additional resources and facilities for the development of strategic sciences and technologies, efforts should be made to research and develop new governance models.
