One integral stage within the policy cycle is the policy evaluation phase. While the term "policy success" is infrequently utilized in the theoretical literature, this stage inherently carries robust implicit assumptions regarding the determinants of successful policy. Several studies have been conducted to elucidate the concept of policy success. Given the various dimensions and indicators that have been used to measure policy success and the commonalities and differences that exist between them, and also considering the need for a comprehensive framework for evaluating policy success, this study introduces a detailed model using the meta-synthesis method. Based on this model, the dimensions and indicators of public policy success can be broadly classified into five dimensions (categories) and 24 indicators (themes). According to the study results, if the five main dimensions are realized - (1) the presence of external and contextual factors affecting policy success, (2) success in the policy process (design and formulation), (3) success in policy implementation and performance, (4) success of various stakeholders (political actors, policy implementers, target society, and policy users) and their support throughout policy stages, and (5) success in the policy's effectiveness over time - long-term public policy success can be anticipated.
