Analysis of biotechnology governance system based on structure and function A case study of three areas based on biotechnology

Abstract
Governance, as a complex and multifaceted concept, has a significant impact on the development and efficiency of national systems. The need to use comprehensive analytical frameworks to identify and optimally allocate roles and tasks in governance systems is obvious. Biotechnology as a leading field in creating technological and economic superiority in the world arena is no exception to this rule. Especially since this technology has penetrated into different areas in the form of its applications as a horizontal technology and makes changes in the existing order of other areas. In this article, in particular, the analysis of the biotechnology governance system in the three fields of agriculture, medicine, and environment has been done, and the strengths and weaknesses of the existing structures have been identified, and the conflicts and overlaps of duties have been investigated. The results show that the lack of coordination and inappropriate assignment of roles reduces the efficiency of the system. Based on this, suggestions have been made to revise the structures and strengthen the various roles of the governance system, which can help improve Iran's performance and raise Iran's position in the field of biotechnology at the international level.
