Technology Governance Structure in Iran: Analysis of Institutional Challenges and Policy Requirements for Efficiency Improvement Based on Content Analysis of Legal Documents

Abstract
This study aims to examine the structure of technology governance in Iran and provide suggestions for improving performance. The research method is a desk research of existing documents and reports and an analysis of their content in relation to the main actors related to the technology governance in Iran, namely the Supreme Council for the Cultural Revolution, the Ministry of Science, Research and Technology, the Vice-President for Science, Technology and Knowledge-Based Economy, the Supreme Council for Science, Research and Technology, and the Knowledge-Based Steering Council.

In addition, the current status of the approved laws and regulations shows legal overlaps and similarities between the roles and duties of the aforementioned actors, and sometimes the lack of competence and inappropriate performance of some institutions and the imbalance between authority and accountability are also evident. Legal documents show that various policy-making and decision-making authorities make decisions related to technology governance in Iran, whose duties and responsibilities overlap, and sometimes conflict.

In order to eliminate or minimize interference and improve performance, policy, legislative, and regulatory proposals have been presented to eliminate existing interferences in relation to the main technology governance actors.
