Governance is actually a response to the optimal use and exploitation of limited resources available to achieve the best results based on specified theoretical foundations. In fact, governance takes on a real form when the theoretical foundations and indicators of its realization are clear and transparent, and then a model is applied that best utilizes the limited resources available to reach the indicators. This fact applies to any type of governance (science and technology, environment, education, economy, industry and other types of governance). This fact may seem very clear at first, but in practice we are seriously far from it in the country. It should be noted that the resources available to achieve good governance in the country are limited. The country needs strategic and real prioritization in different sectors and must put its limited resources on the path of developing strategic priorities. Indiscriminate distribution of resources in a small way and based on local or personal interests not only does not facilitate the path to reaching the visions, but also leads to distancing from it. . To further emphasize this fact, we refer to the governance of higher education in the country. Now, after nearly 90 years of modern higher education in the country, the theoretical foundations of higher education governance in Iran are not only not transparent but have also become the site of numerous opportunistic disputes. In such a way that there are currently no clear indicators for evaluating the governance of higher education in the country. Even things like Principal 30 of the Constitution, as a higher-level ruling, still do not have a clear interpretation in the country. In order for the theoretical foundations of any governance issue to become clear and then strategic prioritization and governance model to be considered in it, we need governance knowledge. Impromptu and unstudied decisions not only do not solve a problem but also add to previous problems. For this reason, it is suggested that policy-making bodies identify priority governance issues in the country and then assign specific missions to universities, research centers, and think tanks to explain the theoretical foundations and indicators for their realization, determine strategic priorities, and governance models, so that they can guide knowledge-based decision-making in the country.
