		<Abstract>Purpose: To identify and prioritize key players and structural/functional challenges in transitioning Iran&#039;s steel industry to green steel production, using the technological innovation system framework.&lt;br /&gt;Design/methodology/approach: The research employs a mixed-method approach, combining qualitative analysis (document review and expert interviews) and quantitative methods (graph theory and social network analysis) to analyze the functions, actors, and interactions within the innovation system.&lt;br /&gt;Findings:&lt;br /&gt;&lt;br /&gt;The Ministry of Energy faces significant policy-making weaknesses despite its critical role in energy infrastructure.&lt;br /&gt;The Ministry of Industry, Mine, and Trade has less influence but more interactions with other stakeholders.&lt;br /&gt;International organizations play a limited role due to restricted engagement.&lt;br /&gt;Direction-setting and resource mobilization are the most effective functions for facilitating the transition.&lt;br /&gt;Legitimation, particularly in standard-setting and gaining political/social support, is crucial.&lt;br /&gt;&lt;br /&gt;Research limitations/implications: The study is limited by its focus on Iran&#039;s steel industry and may not be fully generalizable to other contexts. Further research could explore the role of international collaboration and policy alignment in green steel transitions.&lt;br /&gt;Practical implications: The findings suggest the need for developing infrastructure, effective policy-making, and enhanced international cooperation to support Iran&#039;s transition to green steel production.&lt;br /&gt;Originality/value: This research provides a novel application of the technological innovation system framework to Iran&#039;s steel industry, offering actionable insights for transitioning to green steel and highlighting the importance of systemic functions and stakeholder interactions.</Abstract>
			<OtherAbstract Language="FA">تحولات اخیر در صنعت فولاد جهانی و تغییر رویکرد کشورهای بزرگ به سمت تولید فولاد سبز، ضرورت توجه به روش‌های کم‌کربن و کاهش اثرات زیست‌محیطی را برجسته کرده است. ایران، به‌عنوان دهمین تولیدکننده بزرگ فولاد، باید برای حفظ رقابت‌پذیری و پایبندی به اهداف زیست‌محیطی، برنامه‌ریزی و سرمایه‌گذاری در جهت گذار به تولید فولاد سبز را در دستور کار قرار دهد. این پژوهش با هدف شناسایی و اولویت بندی بازیگران و چالش‌های ساختاری وکارکردی گذار صنعت فولاد ایران به فولاد سبز، از چارچوب تحلیل نظام نوآوری فناورانه بهره گرفته است. روش پژوهش شامل تحلیل کیفی (مطالعه اسناد و مصاحبه با خبرگان) و کمی (نظریه گراف و تحلیل شبکه‌ اجتماعی) بوده و بر اساس شناسایی کارکردها، بازیگران و تعاملات نظام نوآوری فناورانه، راهکارهایی برای گذار به فولاد سبز ارائه می‌دهد. یافته‌ها نشان می‌دهد وزارت نیرو، به‌رغم نقش حیاتی در تأمین زیرساخت‌های انرژی، با ضعف‌های جدی در سیاست‌گذاری مواجه است. وزارت صمت نیز از تأثیرگذاری کمتری برخوردار بوده اما تعاملات بیشتری با سایر بازیگران دارند. نقش سازمان‌های بین‌المللی به دلیل محدودیت‌های تعامل، کمتر از حد انتظار است. از میان کارکردهای اصلی، جهت‌دهی به نظام و تأمین منابع، به‌عنوان مؤثرترین عوامل تسهیلِ گذار به فولاد سبز شناسایی شدند. همچنین، کارکرد مشروعیت بخشی در تدوین استانداردها و جلب حمایت سیاسی و اجتماعی، نقش مهمی ایفا می‌کند. این پژوهش مسیرهایی برای گذار به فولاد سبز در ایران پیشنهاد می‌دهد که بر توسعه زیرساخت‌ها، سیاست‌گذاری مؤثر و تعامل بین‌المللی تأکید دارد.</OtherAbstract>

		<Abstract>Purpose:&lt;strong&gt; &lt;/strong&gt;The purpose of this research is to explore the governance of nanotechnology development in Iran through the tentative governance approach. Hence, this study identifies key factors that influence tentative governance of nanotechnology development in Iran and assesses their influence on policy and business decisions of nanotechnology development.&lt;br /&gt;&lt;strong&gt;Design/methodology/approach:&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;This paper employs a qualitative research method. Data was collected through semi-structured interviews to analyze the governance of nanotechnology development in Iran. First, we devised a theoretical framework by reviewing the literature and available reports and documents. Our initial framework of tentative governance was then confirmed by experts. Based on our proposed framework, we conducted interviews with experts with relevant background in nanotechnology policy and business to investigate the current governance landscape. Our collected data was coded and analyzed to identify key themes and issues, providing deeper insights into the challenges and opportunities in the development of nanotechnology in Iran through the tentative governance approach.&lt;br /&gt;Findings:&lt;strong&gt; &lt;/strong&gt;Our findings highlight five dimensions of tentative governance in nanotechnology. The first dimension, pragmaticity and flexibility, underscore the need for dynamic and adaptable policies in response to rapid technological advancements. The second dimension, learning and adapting, deals with the importance of managing uncertainties and assissting firms to effectively respond to environmental challenges. The third dimension, stakeholder participation and coordination, emphasizes the necessity of collaboration between governmental institutions, universities, and the private sector, particularly firms. The fourth dimension, goal setting and performance evaluation, shed light on the significance of efficient monitoring and assessment systems for policy implementation. Lastly, the need for appropriate mechanisms to secure funding and infrastructure emphasizes on resource provision and allocation.&lt;br /&gt;The governance of nanotechnology development in Iran has achieved significant progress by adopting a tentative approach, shifting from direct government control to a decentralized structure that encourages participation from academic institutions and the private sector, notably firms. The flexibility of nanotechnology development governance has contributed to the successful development and management of nanotechnology. Despite undertaken efforts, challenges such as brain drain and lack of coordination among institutions limit Iran’s achievement of the strategic goals, particularly those laid out in the 2025 Nanotechnology Roadmap. Additionally, at the governance-level, strengthening research infrastructure and facilitating access to advanced technological equipment is crucial for enhancing Iran’s competitiveness in global markets of nanotechnology.&lt;br /&gt;Research limitations/implications:&lt;strong&gt; &lt;/strong&gt;A notable limitation of this study relates to its qualitative nature, which may limit the generalizability of our findings to the governance of other technologies. Furthermore, our collected data, through semi-structured interviews, may suffer an unwanted bias to the personal perspectives of the interviewees.&lt;br /&gt;&lt;strong&gt;Practical Implications:&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;To accelerate nanotechnology development in Iran, strengthening collaboration between the private sector, government, and universities seems crucial. Private sector’s financial and technical capabilities need to be leveraged to enhance research and technology development efforts. Implementing financial incentives and policies to attract private investment is also a priority that needs to be considered by the nanotechnology governance stakeholders. Additionally, limiting government control and delegating as much responsibilities as possible to the private sector to enhance policy implementation. Encouraging private sector involvement will not only speed up technological advancements but would also contribute to a more prosperous and competitive nanotechnology ecosystem in Iran.&lt;br /&gt;Originality/value:&lt;strong&gt; Originality/Value:&lt;/strong&gt; This paper proposes a comprehensive and practical framework for tentative governance in nanotechnology in a developing country, Iran, which can be adopted by other developing countries. By taking into account flexibility and inter-institutional collaboration, our framework can be utilized for effective and adaptive responses to the dynamic challenges of nanotechnology development. Moreover, this study sheds light on the international and domestic governance experiences, providing insights that can enhance decision-making and policy formulation in nanotechnology development and its governance. Our findings can also serve as a basis for tentative governance implantation in other emerging technologies.</Abstract>
			<OtherAbstract Language="FA">در سال‌های اخیر فناوری‌های نوظهور در سرتاسر جهان در اولویت کشورها قرار گرفته است. فناوری نانو یکی از فناوری‌های نوظهور است که به‌عنوان موضوعی بین‌رشته‌ای و حائز اهمیت در بسیاری از سازمان و شرکت‌ها مورد توجه واقع شده است. حکمرانی توسعه فناوری نانو در راستای منافع اجتماعی و اقتصادی مورد انتظار از آن با چالش‌ها و مسائل گوناگونی مواجه است. در دنیای روبه‌پیشرفت برای مدیریت بهتر فرایندهای فناورانه نیاز به‌نوعی حکمرانی است که بتوان به به­کارگیری آن، به اقتضای شرایط تصمیم‌های سیاستی و کسب و کاری مناسبی اتخاذ نمود. بر این اساس، هدف از این پژوهش تحلیل حکمرانی توسعه فناوری نانو با رویکرد اقتضایی می‌باشد. قلمرو مکانی این پژوهش کشور ایران و قلمرو زمانی انجام پژوهش از اردیبهشت 1402 تا خرداد 1403 است و بازه زمانی 1380 تا ابتدای سال 1403 مورد مطالعه قرار گرفته است. این پژوهش در دو مرحله انجام‌ شده به این ترتیب که در مرحله اول با مرور پیشینه چارچوبی از عوامل مؤثر بر حکمرانی اقتضایی را شناسایی می‌شود. در این مرحله عواملی مانند عمل‌گرایی و انعطاف‌پذیری، یادگیری و انطباق‌پذیری، مشارکت ذینفعان، تأمین و تخصیص منابع و هدف‌گذاری به‌عنوان شاخص‌های رویکرد اقتضایی شناسایی ‌شد و ذیل هرکدام از آن‌ها، مصادیقی برای فناوری‌های نوظهور تدوین شد. در مرحله دوم پژوهش، برای بررسی وضعیت حکمرانی توسعه فناوری نانو در شاخص‌های حکمرانی با 16 نفر از سیاست‌گذاران و متخصصان سطوح کسب و کار و سیاست‌‌گذاری فناوری نانو مصاحبه نیمه ساختاریافته صورت گرفت که مبنای استخراج و تشریح یافته‌ها قرار گرفت. بر اساس یافته‌های این پژوهش، حکمرانی توسعه فناوری نانو در ایران با اتخاذ رویکرد اقتضایی و تأکید بر انعطاف‌پذیری، مشارکت ذینفعان و مدیریت چالش‌های محیطی، توانسته به موفقیت‌های قابل‌توجهی در توسعه پژوهش و فناوری دست یابد. با این‌حال، برای تحقق اهداف بلندمدت و خصوصاً خلق ثروت ناشی از فناوری نانو، بهبود هماهنگی‌ نهادی، تقویت زیرساخت‌های پژوهشی و تنظیم‌گری به نفع توسعه بازار فناوری نانو اهمیت زیادی دارد.</OtherAbstract>

		<Abstract>Purpose: This research seeks to develop a comprehensive socio-technical transition model that facilitates the shift from Iran&#039;s traditional judicial system to a fully electronic judicial system by identifying and analyzing the key factors influencing this transformation. The study adopts a multi-level perspective (MLP) to examine how macro-level trends, mid-level institutional structures, and micro-level innovations interact to either enable or hinder this digital transition. By focusing on Iran&#039;s unique judicial context, the study aims to provide actionable insights for policymakers and judicial authorities to effectively manage this complex socio-technical change, ensuring that the transition not only enhances operational efficiency but also maintains public trust and legal integrity in the digital era.&lt;br /&gt;Design/methodology/approach: The study employs a mixed-methods research design, combining qualitative and quantitative approaches to ensure a robust analysis. In the qualitative phase, semi-structured interviews were conducted with 17 experts, including judicial officials, IT specialists, legal professionals, and policymakers, to identify critical factors affecting the transition. Thematic analysis was then used to categorize these factors into three levels based on the MLP framework: landscape (macro), which includes external pressures like technological advancements and societal changes; regime (meso), covering institutional and structural elements such as financial resources and bureaucratic processes; and niche (micro), focusing on grassroots innovations like legal-tech startups and digital infrastructure. In the quantitative phase, Interpretive Structural Modeling (ISM) was applied to analyze the interrelationships among these factors, determining their hierarchical structure and identifying which elements act as key drivers or dependents in the transition process. This dual-method approach ensures both depth and breadth in understanding the dynamics of judicial digitization in Iran.&lt;br /&gt;Findings: The study reveals several critical insights into the transition to an electronic judicial system in Iran. At the landscape level, factors such as the rise of digital crimes, increasing societal expectations for transparency, and the digital divide between urban and rural areas create both opportunities and challenges for digitization. The regime level highlights significant barriers, including insufficient funding for technological upgrades, rigid bureaucratic structures resistant to change, and a shortage of skilled personnel capable of managing digital systems. Meanwhile, the niche level underscores the potential of local innovations, such as legal-tech startups and digital platforms, to drive change, though these are often hampered by a lack of supportive policies and investment. The ISM analysis further clarifies that top-level factors—such as government policies, private sector involvement, and judicial restructuring—have the most substantial influence on the transition, while base-level factors—like user adoption and technical training—are more dependent on these higher-level enablers. Together, these findings paint a detailed picture of the socio-technical ecosystem surrounding Iran&#039;s judicial digitization efforts, emphasizing the need for a coordinated, multi-stakeholder approach to overcome existing barriers and leverage emerging opportunities.&lt;br /&gt;Research limitations/implications: While this study provides valuable insights into the transition to an electronic judicial system in Iran, it is not without limitations. The research focuses specifically on Iran&#039;s judicial context, which may limit the generalizability of the findings to other countries with different legal, cultural, or technological landscapes. Additionally, the qualitative sample, though diverse, is relatively small, and the ISM analysis relies on expert opinions, which may introduce subjectivity. Future research could expand the scope by incorporating comparative studies across multiple countries or employing larger-scale surveys to validate the findings. Theoretically, this study contributes to the broader literature on socio-technical transitions by applying the MLP framework to judicial digitization, highlighting the interplay between technological innovation and institutional change. Practically, it underscores the need for adaptive governance models that can accommodate rapid technological advancements while ensuring legal and ethical standards are upheld.&lt;br /&gt;Practical implications: The findings of this study offer several actionable recommendations for policymakers, judicial authorities, and other stakeholders involved in Iran&#039;s judicial digitization efforts. First, there is a need for stronger collaboration between the public and private sectors to foster innovation in legal-tech solutions, such as digital case management systems and online dispute resolution platforms. Second, legislative reforms should be prioritized to address gaps in digital governance, particularly concerning data security, privacy, and the admissibility of electronic evidence. Third, investments in human capital are crucial, including training programs for judges, lawyers, and administrative staff to build digital literacy and ensure smooth adoption of new technologies. Fourth, bureaucratic processes within the judicial system must be streamlined to reduce resistance to change, potentially through pilot projects that demonstrate the benefits of digitization. Finally, public awareness campaigns can help build trust in electronic judicial services, encouraging wider acceptance and use among citizens. By addressing these areas, Iran can accelerate its transition to a more efficient, transparent, and accessible judicial system.&lt;br /&gt;Originality/value:This study stands out as one of the first to systematically examine the transition to an electronic judicial system in Iran using a multi-level perspective (MLP) and Interpretive Structural Modeling (ISM). Unlike previous research, which often focuses narrowly on technological or legal aspects, this study adopts a holistic approach, integrating socio-technical theory with empirical analysis to uncover the complex interdependencies shaping judicial digitization. Its originality lies in the development of a transition roadmap that not only identifies key drivers and barriers but also maps their hierarchical relationships, providing a clear strategy for policymakers. Furthermore, the study contributes to the global discourse on e-justice by offering a case study from a developing country, enriching the understanding of how digital transformations unfold in diverse institutional contexts. For academics, it opens new avenues for research on judicial innovation, while practitioners can leverage its findings to design more effective digitization policies and programs.</Abstract>
			<OtherAbstract Language="FA">امروزه با پیشرفت فناوری‌های اطلاعات و ارتباطات، سیستم‌های قضایی در سراسر جهان به سمت الکترونیکی شدن حرکت کرده‌اند. این تحولات نه تنها به بهبود کارایی و کاهش هزینه‌ها کمک می‌کند، بلکه دسترسی به عدالت را نیز تسهیل می‌نماید. بر این اساس هدف این پژوهش، ارائه الگوی گذار اجتماعی-فنی از سیستم قضایی سنتی به سیستم قضایی الکترونیک در ایران است. روش‌شناسی این پژوهش ترکیبی می‌باشد؛ بخش کیفی این پژوهش شامل شناسایی عوامل مؤثر بر این گذار فناورانه در سطح کنام های فناورانه، رژیم های فنی و اجتماعی و منظر (دورنما) از طریق بررسی مبانی نظری و مصاحبه با خبرگان است. بخش کمی این پژوهش نیز با استفاده از مدل‌سازی ساختاری- تفسیری (ISM) روابط بین عوامل مؤثر بر این گذار فناورانه مشخص و تحلیل‌شده است. نتایج این پژوهش نشان می‌دهد که مضامین سطح منظر شامل تحوّلات فناورانه و رفتارهای مجرمانه نوظهور، ناهنجاری‌های اجتماعی و فرهنگی، شکاف دیجیتال، لزوم دخالت بخش خصوصی، بخش دولتی، قوانین و سیاست‌های فناوری دولت و نظام قضایی، فقدان حکمرانی دیجیتال در کشور، مضامین سطح رژیم شامل منابع مالی و بودجه‌ای، پیچیدگی‌های ساختار قضایی، تغییر سازمان‌ها، سرمایه‌گذاری، تغییر عادت‌های کاربران، مسائل حوزه‌های کاربرد، حریم خصوصی، امنیت اطلاعات، نیـروی انسانی متخصـص، ضعف در حکمرانی شبکه‌ای قضایی، بلوغ ناکافی فناوری دادگاه دیجیتال و همچنین مضامین سطح کنام شامل شرکت‌های پیشگام فناوری حقوقی و قضایی، زیرساخت فناوری‌، ارتباط حقوق‌دان‌ها با فناوران، جذابیت حوزه فناوری‌های حقوقی و قضایی، نوآوری، بازار خدمات حقوقی است.</OtherAbstract>

		<Abstract>Purpose: This research aims to compare technological catch-up policies in Iran and China to identify weaknesses and opportunities for improvement in Iran&#039;s technology development policies. By examining China&#039;s successful experiences in reducing its technological gap with developed countries, the study seeks to discover common and distinctive patterns in the technological catch-up approaches of both countries.&lt;br /&gt;Design/methodology/approach: The study employs a meta-synthesis method based on Barroso and Sandelowski&#039;s seven-stage model to systematically analyze and integrate previous research findings. The research corpus includes scientific articles on technological catch-up published about Iran (without time limitation) and China (2010-2023). After searching domestic and international databases and screening articles, 273 open codes for Iran and 355 for China were extracted using MAXQDA 2020 software and categorized under axial codes and organizing themes.&lt;br /&gt;Findings: Data analysis identified seven main categories in both countries, with six related to general policies and one addressing policy-making considerations. The comparative analysis revealed that while both countries emphasize domestic market support, R&amp;D investment, and industry-specific policy approaches, significant differences exist. Iran focuses more on government investment, infrastructure development, higher education, and organizational structures. China emphasizes enhancing local companies&#039; technological capabilities through foreign partnerships, knowledge networks, strategic use of its large domestic market, and gradually evolving policies that adapt to increasing technological sophistication.&lt;br /&gt;Research limitations/implications: The study is limited to published academic literature and may not fully capture unpublished or classified policy documents. Future research could extend this comparative approach to include other successful catch-up countries like South Korea, particularly in specific technological domains such as semiconductors, petrochemicals, telecommunications, and Automotive industry.&lt;br /&gt;Practical implications:The findings provide valuable insights for technology policymakers, knowledge-based development researchers, and industry leaders in Iran. Policymakers can adopt more effective strategies by focusing on developing domestic companies&#039; technological capabilities, leveraging the domestic market strategically, and creating conducive innovation networks. The research highlights the importance of shifting from government-centric technology transfer to building sustainable technological capabilities within firms.&lt;br /&gt;Originality/value:This study contributes to the technological catch-up literature by providing a structured comparison of Iran and China&#039;s approaches using meta-synthesis methodology. It identifies critical policy gaps in Iran&#039;s approach compared to China&#039;s successful model and suggests concrete areas for policy improvement. The findings emphasize that successful catch-up requires attention to the gradual, competitive, and strategic nature of technological development, rather than purely focusing on government investment and education.</Abstract>
			<OtherAbstract Language="FA">&lt;span lang=&quot;FA&quot; style=&quot;font-family: &#039;B Nazanin&#039;;&quot;&gt;کشور چین یکی از کشورهای موفق در امر فرارسی فناورانه در شرق آسیا و سراسر جهان به شمار می‌رود. این مقاله به مقایسه سیاست‌های فرارسی فناورانه در ایران و چین پرداخته است تا با بررسی تجربیات چین در کاهش فاصله فناورانه خود با کشورهای پیشرفته، نقاط ضعف و فرصت‌های بهبود در سیاست‌گذاری‌های توسعه فناوری ایران شناسایی شود. روش پژوهش، فراترکیب مطالعات موجود در این حوزه است و نتایج به مهم‌ترین سیاست‌ها و مفاهیمی که در این دو کشور مورد توجه قرار گرفته‌اند، اشاره دارد. یافته‌ها نشان می‌دهد که در ایران تأکید اصلی بر نقش دولت و سیاست‌های دولتی در انتقال فناوری و توسعه آموزش عالی است. در مقابل، چین تمرکز خود را بر توسعه قابلیت‌های فناورانه شرکت‌های داخلی، تشویق به یادگیری از طریق همکاری با شرکای بین‌المللی و استفاده استراتژیک از بازارهای داخلی برای انتقال فناوری و یادگیری شرکت‌های محلی قرار داده است. همچنین دولت‌ها برای موفقیت در فرایند فرارسی فناورانه می‌بایست به ملاحظاتی مانند هوشیاری و استفاده از پنجره‌های فرصت، ویژگی‌های صنعت - فناوری در فرایند سیاست‌گذاری، ویژگی‌های نهادی پیرامون صنعت فناوری، ماهیت تدریجی، رقابتی و استراتژیک فرارسی توجه نمایند. این پژوهش می‌تواند مورد استفاده پژوهشگران حوزة توسعه دانش‌بنیان، سیاست‌گذاران حوزة فناوری، مدیران ارشد در صنایع و فناوری قرار گیرد.&lt;/span&gt;</OtherAbstract>

		<Abstract>Purpose:We are on the verge of a paradigm shift in how businesses are organized. The service ecosystem has provided many opportunities to design and innovate business models in a network environment. The purpose of this research is to provide a service ecosystem framework for the collaboration of a network of heterogeneous organizations for mobility as a service. In this framework, organizations should be able to create new value services together that each of them could not provide alone.&lt;br /&gt;Design/methodology/approach: Research Question: What is the collaboration framework of a network of heterogeneous organizations in the service ecosystem for value co-creation in the field of transportation and Mobility as a service?&lt;br /&gt;2.1. Some differences between three ideal types of governance: The three governance models, hierarchical, network, and market, each have a clear and distinct internal logic, but each of them is largely incompatible with the logic of the other styles. In the hierarchical governance model, the organization can be controlled hierarchically by creating a legal instrument. The network governance model is based on consensus and mutual trust. The market governance model is based on price and has a competitive logic (Meuleman, 2008).&lt;br /&gt;2.2. Types of business ecosystems: We observe two main types of business ecosystems in practice: exchange ecosystems (platform) and solution ecosystems. These two types of ecosystems differ not only in their structural form and types of members, but also in their purpose, success factors, and value creation mechanisms (Pidun et al, 2019).&lt;br /&gt;2.3. Service dominant logic&lt;strong&gt;: &lt;/strong&gt;The service-dominant logic has recently identified the service ecosystem, conceptualized in terms of institutions, as the unit of analysis for value synergy. Service ecosystems are defined as “relatively autonomous, self-regulating systems of resource-integrating actors linked by shared institutional arrangements and mutual value creation through service exchange” (Vargo &amp; Lusch, 2017).&lt;br /&gt;2.4. Data Ecosystem Perspective: Since the core of the service ecosystem structure is the data ecosystem, we used the dimensions of the data ecosystem to structure the ecosystem operations to reduce complexity. The data ecosystem perspective can provide us with a better picture while reducing complexity (Azkan et al, 2020).&lt;br /&gt;2.5. Mobility as a Service (MaaS): Mobility as a service requires the integration of tools and services that are currently provided separately, such as travel planning, reservations, access to real-time information, payments and ticketing (Kamergiani and Matias, 2017).&lt;br /&gt;2.6. Service Ecosystem Framework: We took advantage of the excellent features of service dominant logic in the design of the ecosystem architecture, but this logic did not provide us with a clear mechanism for designing the ecosystem governance and ecosystem structure. Our proposed framework has three networks: Value Network, Governance Netwotk and Structure Network.&lt;br /&gt;2.6.1.Value Network of the Service Ecosystem &lt;strong&gt;: &lt;/strong&gt;The first network is the value network, which is based on the theory of service-dominant logic and the theory of service science. Scientific theories related to this ecosystem are processed and analyzed in this network. This network plays the role of a think room in the service ecosystem.&lt;br /&gt;2.6.2. Governance Network of Service Ecosystem&lt;strong&gt;: &lt;/strong&gt;The governance network is another of the three main networks of the service ecosystem. Decisions are made in this network and it plays the role of coordination in the ecosystem. The components in the governance network of an ecosystem are: mission (culture and goals), access (commitment and access level), participation (conflict management, transparency and decision rights), resource sharing (resource distribution, property rights and data rights) and ecosystem conduct (including assessment of input, output and ecosystem processes) that enable integration of resources and exchange of services. &lt;br /&gt;2,6,3. Network Structure of service ecosystem: In the structure of a service ecosystem, the perspective of the data ecosystem can bring us a better picture while reducing the complexity (Azkan et al, 2020).&lt;br /&gt;&lt;br /&gt;Methothodology : Our case study included the steps of planning, design, preparation (creating a case study protocol), and gathering evidence, analyzing data, and sharing results (Yin, 2017). We used the method of abductive reasoning, which usually starts with an incomplete set of observations and proceeds to the most plausible explanation possible for this set of evidence. We found 473 articles and documents. To understand the concept of related research, 22 articles were selected and summarized in a table. Appropriate articles and documents were selected from 473 collected documents. For the design of service ecosystem architecture framework, 19 files were selected and thematic analysis based on 203 codes (560 code segments) was performed. Thematic analysis was created by using MAXQDA software and in the form of a chain of evidence.&lt;br /&gt;&lt;br /&gt;Findings:: The main objective of the research is to provide a framework for network collaboration of heterogeneous organizations in the service ecosystem for co-creation of value in the field of transportation and mobility as a service. To continue and evolve this collaboration framework, in addition to the research literature and opinions of experts and practitioners in related fields, we need other mechanisms such as adapting this framework to data governance law, decision-making rights accepted by stakeholders, and the way in which they can be interoperability accepted by them, most of which are currently not available. To create a common institutional logic in a service ecosystem, first of all, we need a cooperation framework between different organizations and institutions that includes at least four layers of legal interoperability, organizational interoperability, semantic interoperability, and technical interoperability.&lt;br /&gt;Research limitations/implications:: Despite the researcher&#039;s efforts, it was not possible to interview some experts.&lt;br /&gt;Practical implications: Identifying obstacles and providing solutions for developing the service ecosystem&lt;br /&gt;Originality/value: The goal of the service dominant logic is the co-creation of value by ecosystem actors. In the proposed framework, using systems thinking and leveraging related theories, this goal is served by creating scalability, flexibility, and modularity in the value network, governance network, and structural network of the service ecosystem.</Abstract>
			<OtherAbstract Language="FA">ما در آستانه یک تغییر پارادایم در نحوه سازماندهی مشاغل هستیم. اکوسیستم خدمت فرصت‌های زیادی را برای طراحی و نوآوری مدل‌های کسب و کار در یک محیط شبکه‌­ای فراهم کرده است. هدف این تحقیق ارائه چارچوب اکوسیستم خدمت برای همکاری شبکه‌­ای از سازمان‌های ناهمگون جهت جابجایی به عنوان یک خدمت است. در این چارچوب، سازمان‌ها باید بتوانند با هم‌­آفرینی ارزش خدمات جدیدی را ارائه کنند که هر یک به تنهایی قادر به ارائه آن‌ها نبودند. نوع این پژوهش کیفی و مبتنی بر مطالعه موردی است. برای ارائه چارچوب اولیه، روش تحلیل مضمون با نرم‌­افزار مکس­‌کیو­دا و کدگذاری روی ادبیات تحقیق انجام گردید. برای جمع‌­آوری شواهد با نمونه­‌گیری قضاوتی از نظرات خبرگان و افراد مطلع در دانشگاه، دولت و صنعت بهره گرفته شد. برای ایجاد زنجیره‌­ای از شواهد در این مطالعه موردی، از مستندات حرفه ­ای و گزارشات صنعت نیز استفاده گردید. جامعه آماری شامل 16 نفر از دست اندرکاران و ابزار گردآوری داده‌­ها مصاحبه نیمه‌­ساختاریافته بود. با ارائه چارچوب پیشنهادی، امکان یکپارچه‌­سازی منابع و هماهنگی خدمات متنوع و متفاوت به یک مسافر در اکوسیستم حمل و نقل و جابجایی فراهم می‌­گردد. این اکوسیستم دارای سه شبکه اصلی با عناوین شبکه ارزش، شبکه حکمرانی و شبکه ساختاری اکوسیستم می­‌باشد. شبکه ارزش برای نظریه پردازی، تدوین منطق نهادی مشترک و ارائه راهکار جهت کاهش موانع و چالش‌های اکوسیستم، شبکه حکمرانی برای تصمیم‌­گیری، هدایت، هماهنگی، مشارکت و همکاری شرکت‌ها و در نهایت شبکه ساختاری برای یکپارچه‌­سازی منابع ذینفعان و کنشگران اکوسیستم می­‌باشد.</OtherAbstract>

		<Abstract>Purpose:The objective of this study was to review the existing literature on strategic planning in higher education in the country, aiming to identify key essential components for strategic planning through content analysis. By analyzing and categorizing these components, we sought to highlight their importance for academic leaders and planners in the strategic planning process.&lt;strong&gt; &lt;/strong&gt;Our examination of the models used in previous research indicates that there is no specific model for strategic planning that can fully align with the unique needs and conditions of individual institutions. Consequently, there is no universally agreed-upon standard format for developing a strategic plan. Each institution may choose to adopt its own distinct approach and framework for strategic planning, as alignment and consistency between mission, vision, values, objectives, strategies, and implementation require careful consideration of these components.&lt;br /&gt;Design/methodology/approach:In this study, a qualitative research method with a qualitative content analysis approach was used to answer the research questions. For this purpose, in the first step, the intended planning models were selected, and the document data were transcribed, verified for accuracy, and labeled. Subsequently, the models were analyzed and interpreted. In the next stage, data reduction and categorization were performed. Then, the categories and concepts were described from linguistic and contextual perspectives. Following this, codes were determined, and a coding codebook was designed. In the subsequent step, coding and data structuring were conducted. Finally, the categories and patterns derived from the program documents and planning models were interpreted and aligned with the research questions.&lt;strong&gt; &lt;/strong&gt;The reviewed documents included domestic studies related to academic strategic planning conducted between 2001 and 2024. To identify the documents, a systematic search was performed in the Iranian databases IranDoc, Noormags, MagIran, and Civilica. From these studies, after several screening stages based on relevance, title, abstract, and research content, 28 study units were selected for analysis.&lt;br /&gt;Findings:Through content analysis of the documents, 203 sub-categories related to &quot;strategic planning components in higher education&quot; were extracted. Subsequently, considering the semantic relationships among numerous sub-categories, they were classified into 54 main categories, which include « Developing key performance indicators, Assessing and exploring the external environment, Analyzing the internal environment, Conducting a strengths and weaknesses analysis, Conducting an opportunities and threats analysis, Reviewing and comparing ideas, Analyzing mutual impacts, Formulating strategies, Defining the mission statement, Defining the vision, Setting long-term and short-term objectives, Gap analysis (conducting mutual impact analysis), Final review of strategy and objective implementation, Drafting the operational planning process, Monitoring and evaluating strategy and objective impacts, Maintaining the research process, Preparing the program guide, Establishing time frameworks, Analyzing university context and history, Emphasizing design in program structure, Examining traditions, values and tendencies, Considering potential changes (emerging strategies), Emphasizing co-creation and self-control, Component interaction and relationships (examining dependencies), Dynamic and continuous planning process, Comprehensive, evolutionary and developmental program nature, Considering stakeholder perspectives and feedback, Perceptual leadership, Evaluation and feedback, Emphasizing flexibility (considering unstable conditions and appropriate actions), Selecting an experienced expert team, Defining values, Analyzing resources and facilities, Examining planning necessities, Agreeing on procedures and methodologies, Preparing guidelines, Focusing on priorities (program and objectives), Applying strategic thinking (reflective interpretation), Emphasizing information flow, Building team commitment, Using brainstorming (creating thought-provoking structure), Task allocation, Utilizing analytical tools, Program communication, Establishing strategic planning steering committee, Core analysis, Analyzing regulations, documents and higher-level policies, Analyzing and identifying competitors, Considering sub-committees, Conducting training workshops, Acknowledging planning complexity, Reaching mutual understanding, Communicating programs, Board of trustees&#039; role».&lt;br /&gt;Research limitations/implications:Considering the research findings regarding the complexity of strategic planning processes in universities and the necessity of addressing key components in this process, strategic recommendations are presented to universities for developing their strategic documents with detailed explanations: In developing &quot;vision, mission, and values,&quot; conducting workshops with key stakeholders is essential to determine these elements collaboratively, ensuring their alignment with societal needs and stakeholder expectations. Additionally, conducting a &quot;comprehensive environmental analysis of university-related data, competitors, and their competitive positioning in higher education&quot; provides a fundamental basis for strategy development. During the goal-setting phase, &quot;establishing SMART objectives (Specific, Measurable, Achievable, Relevant, Time-bound)&quot; is particularly important. It is recommended that these objectives be broken down into operational and actionable items with &quot;clear accountability and precise timelines&quot; specified for each objective.&lt;br /&gt;Practical implications:Parallel to this process, &quot;holding consultation meetings with stakeholders and utilizing digital platforms for communication and feedback collection&quot; helps create commitment and broad support for the plans among stakeholders. &quot;Prioritizing strategies based on available resources at each university, defining responsibilities, and setting implementation timelines&quot; are other key actions. Furthermore, &quot;designing and implementing a periodic monitoring and evaluation system&quot; to review program and strategy progress and make necessary adjustments is considered a cornerstone of successful strategic planning. Additionally, it is recommended that planning committees incorporate &quot;flexibility and innovation in adapting programs to emerging strategies and changing environmental conditions.&quot; &quot;Human resource development through training programs and specialized workshops in strategic planning and strategic thinking&quot; should be addressed as a strategic necessity. Moreover, &quot;the strategic planning document should be designed to be concise, flexible, and updatable,&quot; with revisions occurring every &quot;three to four months&quot; through consensus among all members. Finally, &quot;broad institutional support for strategic planning and fostering greater commitment and participation among stakeholders&quot; is essential as a facilitating factor for successful strategy implementation. By implementing these recommendations and paying attention to each stage&#039;s details, universities can conduct effective strategic planning and achieve their long-term objectives. These recommendations not only help improve the quality and effectiveness of university strategic planning but also enhance relevance, competitiveness, and responsiveness to society&#039;s dynamic needs.&lt;br /&gt;Originality/value:This study presents the first comprehensive framework for strategic planning in Iranian higher education through systematic analysis of 28 domestic studies. Our research uniquely identifies 54 key components through content analysis, addressing both plan formulation and implementation challenges specific to Iranian universities. The proposed framework offers an innovative adaptive approach that balances standardization needs with institutional uniqueness.</Abstract>
			<OtherAbstract Language="FA">هدف ما در این پژوهش بررسی ادبیات پیشین مطالعاتی بود که در زمینه برنامه­ریزی راهبردی آموزش عالی در کشور صورت پذیرفته است تا با تحلیل محتوای آن بتوانیم مولفه­های کلیدی ضروری در جهت برنامه­ریزی راهبردی را شناسایی کرده و با تجزیه­و­تحلیل و دسته­بندی آن بتوانیم رهبران و برنامه­ریزان دانشگاهی را متوجه اهمیت این مولفه­ها در برنامه­ریزی ها نماییم.&lt;br /&gt;در این پژوهش از روش تحقیق کیفی با رویکرد تحلیل محتوای کیفی استفاده شده است. اسناد بررسی شده نیز شامل تمامی پژوهش­ها و مطالعات انجام شده داخلی مرتبط در زمینه برنامه­ریزی راهبردی دانشگاهی در بازه زمانی 1380 لغایت 1403 می­باشد. جهت مشخص کردن اسناد، از طریق مطالعه اسنادی در پایگاه­های اطلاعاتی جستجوی نظام­مند صورت گرفت که پس از غربالگری، 28 واحد مطالعاتی جهت انجام تحلیل­ها، انتخاب شد که بعد از تأمل بر روی هر یک از آنها در مجموع 42 الگو و پیشنهاد برای برنامه­ریزی راهبردی (سازمانی و دانشگاهی) استخراج گردید. بعد از تحلیل محتوای الگوها، تعداد 203 کد باز در خصوص «مولفه­های برنامه­ریزی راهبردی در آموزش عالی» استخراج شد که با توجه به ارتباط معنایی بین تعداد زیادی از کدهای باز، در 54 زیر مقوله دسته­بندی شدند.&lt;br /&gt;یافته های پژوهش نشان می­دهد که برنامه ریزی راهبردی دانشگاه ها، فرآیندی پیچیده و چندجانبه است که مستلزم درنظر گرفتن مجموعه ای از عوامل و مولفه های متعدد می باشد؛ لذا ارکان اصلی برنامه­ریزی راهبردی (ماموریت، چشم­انداز، ارزش­ها، اهداف، استراتژی­ها و اجرا) جهت محقق شدن، سازگاری و هماهنگی نیازمند رعایت و بکارگیری مولفه­هایی هست که می بایست به طور منسجم و هماهنگ به کار گرفته شوند زیرا عدم توجه به به تمامی جوانب آن می تواند منجر به به اتلاف منابع، کاهش کارایی و عدم دستیابی به اهداف و ماموریت های دانشگاه شود. نتایج این پژوهش می‌تواند به دلایل ارائه چارچوبی مدون برای برنامه ریزی راهبردی، بهره گیری از تجربیات الگوها، شناسایی مولفه های کلیدی، انطباق با شرایط و مقتضیات خاص، ارتقاء کیفیت یادگیری، ایجاد زبان مشترک، سنجش و ارزیابی برنامه ها و الگوها و نوآوری و بهبود مستمر به عنوان یک چارچوبی برای دانشگاه‌ها جهت تدوین برنامه‌های راهبردی مؤثرتر مورد استفاده قرار گیرد.</OtherAbstract>
