Establishing a facilitating institution in this area can be considered as one of the effective solutions on the path to achieving scientific authority. The purpose of the present study is to design and formulate guiding elements for a facilitating institution in the field of scientific authority. The research method is applied and exploratory in terms of purpose and descriptive-survey in terms of data collection, and in order to achieve the research goal, the content analysis method was used. Research data was collected through analysis and review of upstream documents in the country, comparative studies, and interviews in the form of specialized meetings with 35 experts in the field of education and research in the country. The results of this study show that the existential philosophy of the facilitating institution in the field of scientific authority is to develop the foundations, create a discourse, and monitor and supervise scientific authority in the country, and strengthen the macro-process of the country's scientific authority in the Islamic world and internationally. Also, such a perspective can be envisioned for it: a pivotal, authoritative, and reliable institution in the country's scientific authority ecosystem. In addition, the necessary functions and groups for this facilitating institution were presented. ازجمله نیازمندی‌های لازم برای دستیابی به مرجعیت علمی، وجود ساختار و سازوکاری هدفمند و منسجم می‌باشد که بتواند موضوعات متعدد و متنوع مرتبط با مرجعیت علمی را پیگیری و دنبال کند. راه‌اندازی نهادی تسهیل‌گر در این حوزه می‌تواند به‌عنوان یکی از راهکارهای مؤثر در مسیر تحقق مرجعیت علمی مورد توجه قرار گیرد. هدف از پژوهش حاضر، طراحی و تدوین ارکان جهت‌ساز برای نهادی تسهیل‌گر در حوزه مرجعیت علمی است. روش تحقیق از نظر هدف، کاربردی و اکتشافی و از نظر گردآوری داده‌ها، توصیفی – پیمایشی است و به ‌منظور رسیدن به هدف پژوهش، از روش تحلیل مضمون استفاده شده است. گردآوری داده‌های پژوهش از طریق تحلیل و بررسی اسناد بالادستی کشور، مطالعات تطبیقی و برگزاری مصاحبه در قالب نشست‌های تخصصی با 35 نفر از خبرگان حوزه آموزش و پژوهش کشور انجام شد. نتایج حاصل از این مطالعه نشان می‌دهد که فلسفه وجودی نهاد تسهیل‌گر در حوزه مرجعیت علمی، توسعه مبانی، ایجاد گفتمان و رصد و پایش مرجعیت علمی در کشور و تقویت کلان‌فرایند مرجعیت علمی کشور در سطح جهان اسلام و بین‌الملل است. همچنین چنین چشم‌اندازی را می‌توان برای آن متصور شد: نهاد محوری، صاحب‌نظر و قابل اعتماد در زیست‌بوم مرجعیت علمی کشور. علاوه بر آن، کارکردها و گروه‌های لازم برای این نهاد تسهیل‌گر، ارائه گردید.
