<ArticleTitle>Non-Western Approach to Transnational Security Governance: Chinese Global Security Initiative and Iranian Plans for Collective Security in the Middle East</ArticleTitle>

		<Abstract>The global governance system that emerged after World War II within the framework of liberal international institutions is now facing mounting crises. The intensification of geopolitical conflicts, the ineffectiveness of multilateral bodies such as the UN Security Council in preventing the spread of violence, and the unprecedented rise in humanitarian needs all point to a gradual erosion of the legitimacy and efficacy of the existing order. In this context, critical narratives challenging the West’s double standards in the realm of international security have gained traction, while non-Western actors are increasingly seeking to redefine global security concepts and mechanisms by proposing alternative initiatives.&lt;br&gt;&lt;br&gt;As a rising power, China has introduced the “Global Security Initiative” in an effort to institutionalize principles such as respect for sovereignty, non-intervention, and opposition to unilateralism within a new discursive framework. At the regional level, the Islamic Republic of Iran has similarly advanced proposals such as the “ Hope Coalition” and “MWADA,” aimed at establishing indigenous security arrangements in the Persian Gulf and offering a counter-narrative to the U.S. approach, which is rooted in external intervention.&lt;br&gt;&lt;br&gt;This study adopts a qualitative approach and employs comparative analysis to examine the discursive capacities of these two initiatives in confronting the dominant security order. Its objective is to analyze the structural and conceptual differences between them, as well as their respective potentials for shaping non-Western alternative discourses in the domain of transnational security governance. The findings suggest that although both initiatives face significant operational challenges, they possess discursive potential to contribute to a transformation in the logic of international security—particularly among countries of the Global South</Abstract>
			<OtherAbstract Language="FA">نظام حکمرانی جهانی که پس از جنگ جهانی دوم و در چارچوب نهادهای لیبرال بین‌المللی شکل گرفت، امروزه با بحران‌های فزاینده‌ای مواجه است. تشدید منازعات ژئوپلتیکی، ناکارآمدی نهادهای چندجانبه مانند شورای امنیت در ممانعت از اشاعه خشونت، و افزایش بی‌سابقه نیازهای بشردوستانه، همگی نشانه‌هایی از فرسایش مشروعیت و کارآمدی نظم موجود هستند. در این میان، روایت‌های انتقادی نسبت به معیارهای دوگانه غربی در حوزه امنیت بین‌المللی تقویت شده و بازیگران غیرغربی تلاش دارند با ارائه ابتکارات بدیل، در بازتعریف مفاهیم و سازوکارهای امنیت جهانی نقش‌آفرینی کنند. چین به‌ عنوان قدرتی در حال خیزش، با ابتکار «امنیت جهانی» کوشیده است اصولی چون احترام به حاکمیت، پرهیز از مداخله‌گری، و مقابله با یک‌جانبه‌گرایی را در قالب گفتمانی جدید نهادینه سازد. در سطح منطقه‌ای، جمهوری اسلامی ایران نیز با طرح‌هایی چون «ائتلاف امید» و «مودت»، به دنبال ایجاد سازوکار امنیتی بومی در خلیج فارس و ارائه بدیلی مقابل گفتمان ایالات متحده مبتنی بر مداخلات خارجی بوده است.&lt;br&gt;&lt;br&gt;پژوهش حاضر با رویکردی کیفی و روش تحلیل تطبیقی، به بررسی ظرفیت‌های گفتمانی این دو ابتکار در مواجهه با نظم امنیتی مسلط می‌پردازد. هدف آن، تحلیل تفاوت‌های ساختاری و مفهومی و ظرفیت‌های هر یک در شکل‌دهی به گفتمان‌های آلترناتیو غیرغربی در مقوله حکمرانی امنیت فراملی است. این مطالعه نشان می‌دهد که اگرچه هر دو ابتکار در سطح عملیاتی با چالش‌هایی جدی مواجه هستند، اما از منظر گفتمانی، می‌توانند زمینه‌ساز تحول در منطق امنیت بین‌المللی به ویژه در میان کشورهای جنوب جهانی باشند.</OtherAbstract>
