In the first part, all the researches conducted in domestic and foreign databases in the last 15 years related to the topic and variables of the research were reviewed with the method of systematic review and primary pathology and completed by examining the development models presented in this field. The third part has analyzed the thematic methode with use of MAXQDA software and conducted interviews with experts and managers in the fields of economics, data, management, etc. sampling was done using the snowball method. In the fifth section, according to the components categorized in each section, weakness, strength, opportunity and threat, and to identify improvement strategies in this area, SWOT matrix. Finally, in order to prioritize the most important strategies for application, they were scored using the QSPM matrix. <br><br>The results of coding with the systematic review method indicate that the main harms of data governance in the development of the digital and platform economy in 7 main dimensions are: violation of privacy, data security and protection, monopoly and data concentration. , data quality and integrity, infrastructure issues, legal and regulatory issues, ethical issues. Based on the content analysis, the news was in the field of privacy violations, security and data protection, economic issues, social issues, etc. According to the findings of the theme analysis, the findings indicate that this model based on 203 basic themes and 109 organizing themes has 18 overarching themes including harms and development-oriented. Further, by examining the components in the previous 3 sections, 15 of the most important components are placed in each dimension of the matrices, i.e. strengths, weaknesses, opportunities, and threats. In order to improve the situation and develop this field, 40 main strategies for 4 dimensions WT, ST, WO and SO and 900 minor strategies in these four dimensions have been examined. Finally, prioritization was done through the QSPM matrix on 40 main strategies separately on 4 dimensions. پژوهش حاضر با هدف آسیب‌شناسی حکمرانی داده در توسعه اقتصاد پلتفرمی و دیجیتال در ایران و ارائه الگوی مطلوب مبتنی بر تحلیل SWOT انجام شده است. در بخش اول، کلیه پژوهش‌های انجام شده در پایگاه‌های داخلی و خارجی 15 سال اخیر مرتبط با موضوع و متغیرهای پژوهش با روش مرور سیستماتیک بررسی شده و آسیب‌شناسی اولیه انجام و با بررسی مدل‌های توسعه‌ای ارائه شده در این حوزه کامل شد؛ بخش سوم به تحلیل تم با کمک نرم‌افزار MAXQDA و انجام مصاحبه با خبرگان پرداخته است. در انتها با توجه به مولفه‌های دسته‌بندی شده در هر بخش ضعف‌، قوت، فرصت و تهدید و برای شناسایی استراتژی‌های بهبود در این حوزه، به تشکیل ماتریس SWOT پرداخته شد. درنهایت جهت اولویت‌بندی استراتژی‌های مهم‌تر کاربردی، به امتیازدهی آن‌ها با استفاده از ماتریس QSPM پرداخته شد. <br><br>نتایج حاصل از کدگذاری با روش مرور سیستماتیک حاکی از آن است که آسیب‌های اصلی حکمرانی داده در توسعه اقتصاد دیجیتال و پلتفرمی در 7 بعد اصلی عبارتند از: نقض حریم خصوصی، امنیت و محافظت داده‌ها، انحصار و تمرکز داده‌ها، کیفیت و یکپارچگی داده‌ها، مسائل زیرساختی، مسائل قانونی و مقرراتی، مسائل اخلاقی. با توجه به یافته‌های حاصل از تحلیل تم، یافته‌ها حاکی از آن است که این مدل بر اساس 203 مضمون پایه و 109 مضمون سازمان دهنده، دارای 18 مضمون فراگیر شامل آسیب‌ها و توسعه‌محور ارائه شده است. در ادامه با بررسی مولفه‌ها در 3 بخش قبل، 15 مورد از مهم‌ترین مولفه‌ها در هر بعد از ماتریس‌ها یعنی قوت‌ها، ضعف‌ها، فرصت‌ها و تهدیدها قرار گرفته و در ادامه جهت بهبود وضعیت و توسعه این حوزه، 40 استراتژی اصلی برای 4 بعد WT، ST، WO و SO و 900 استراتژی جزئی در این چهار بعد بررسی شده است. درنهایت اولویت‌بندی از طریق ماتریس QSPM بر روی 40 استراتژی اصلی بصورت مجزا بر روی 4 بعد انجام گرفت. https://www.jokog.ir/article_243224_62275c18dedaea7980ba544c1245261e.pdf
