Journal Article 2025 03 05 This study investigates the perceptions of Iranians regarding energy subsidies, specifically exploring the key obstacles to reforming gasoline subsidies. Through a mixed-methods approach combining focus groups and two social surveys, this research identifies the primary concerns of the general public regarding subsidy reforms. The results reveal that individuals' resistance to subsidy reform is rooted in uncertainty about the government's motivations for the gasoline subsidy reform and the way in which benefits would be distributed. Notably, the central obstacle to successful reform is the government's dominant role in setting prices and redistributing resources, leading to a price shock. To address this challenge, this study proposes a policy recommendation: establishing an exchange market with a floating price for gasoline, while allocating a tradable quota to diminish the government's central role in the reform process. By democratizing the reform process and redistributing benefits, this approach aims to increase public acceptance and support for gasoline subsidy reforms in Iran. مقاله حاضر به بررسی نگرش ایرانیان در موضوع یارانه‌های انرژی پرداخته و تلاش می‌کند به این سوال پاسخ دهد که موانع اصلی ذهنی مردم برای هدفمندسازی یارانه‌های انرژی چیست؟ بر این اساس فرضیه اصلی این مطالعه بر اساس مطالعه گروه کانونی تدوین شده و در دو پیمایش اجتماعی مورد ارزیابی قرار می‌گیرد. نتایج این مطالعات نشان می‌دهد که اصلی‌ترین دلایل مخالفت مردم در برابر اصلاحات یارانه‌ای در موضوع بنزین علاوه عدم باور به لزوم انجام اصلاحات، نااطمینانی نسبت به انگیزه‌های دولت و چگونگی توزیع منافع حاصل از آن است. بر این اساس یکی از موانع مهم در راستای اصلاحات یارانه‌ای در کشور نقش محوری و یکجانبه دولت در ایجاد شوک قیمتی به بنزین و تصمیم‌گیری در مورد نحوه بازتوزیع منابع آن است. بر این اساس مقوله‌ی محوری در هرگونه اصلاحات یارانه‌ای باید کمرنگ کردن نقش دولت در فرایند اصلاحات از طریق مردمی‌سازی فرایند اصلاحات و بازتوزیع منافع آن است. بر این اساس پیشنهاد سیاستی مشخص در این مطالعه برای اجرای هدفمندی بنزین تخصیص سهمیه مبادله‌پذیر بنزین و ایجاد بازار مبادله با قیمت شناور برای آن است. https://www.jokog.ir/article_201821_e0e0cd4dec0f8f7652d5e6b24faff271.pdf
